Rajesh is spot on I think - you really do need to know your USP and you will need a good and memorable name as well. There is always space for someone doing something in a better way than the competion.
You will really need to consider the marketing aspect of it all though. How will you get your site to become the one that the people with the money will choose to use?

If you set it as free for both it may have more chance of generating traffic to your site.

Once you have traffic and quality jobs advertised you can strart to charge more easily

How about approaching some agencys or even the job centre about them advertising for free on your site.

Just some ideas for you to ponder and hey its free :-)

I know how Job Boards work and was looking into doing something similar.

I think you need to have a think about the types of jobs you want to advertise.

My View is that Jobserve and Monster for example are too general, so you need to pick a niche and then have a think about where these people would start looking for jobs. For example, techy people will use www.ITJobsBoard.co.uk or CW Jobs.

Clients will only advertise their jobs on there if it is free or are getting a good response for the jobs

Google Ad Words is a cheap way of letting people know about your service. So if your target market was Cruise Lines and every time someone searches "Cruise Ship Jobs" you could pay for your site to appear on the right.

If you know your niche, www.v-consultant.co.uk actually builds recruitment websites.

You could also make your board free to advertise on initially. Look up which sites are on Broadbean, (which lets Agents post the same add on multiple boards) lists all the jobsites. These will be your competition. Another good site to look at is www.on-rec.com

A Word of warning, there are Hundreds of sites out there, so you need to be unique and the best at what you do.

Something that could be unique about the site could be the price - often agencies seem to charge large amounts of money (comission), how about being different - fixed price for a job advert - something low. Maybe even use the words 'No agencies please', to ensure that people who apply for a job know where they are applying to..they might be able to check out the company before commiting themselves.

I have worked for a couple of companies who refuse to use agencies out of principle - the charge being too high. Advertising themselves would seem more logical than an agency hiding the details.
